RCSA Special 457s Report

 

Special Update on 457 Labour Agreements

 

Australia—RCSA CEO Julie Mills and RCSA Issues Management Team Member Charles Cameron attended an Australian Government roundtable discussion on the 457 Labour Agreement hosted by the Department of Immigration & Citizenship (DIAC) and the Department of Education, Employment and Workplace Relations. (DEEWR).

 

At the meeting, senior bureaucrats advised RCSA, ITCRA and others in attendance that "the existing arrangements are not negotiable at the moment."

 

RCSA clearly communicated to the government representatives that the recruitment profession is deeply disappointed by this position and sought substantiation of what has now been confirmed as Labor Government policy. RCSA was not provided with any acceptable reason to justify the maintenance of the policy other than that "the agreement stands on its merits and some companies have signed the agreement." 

 

An informal review of the policy will be conducted by the Government in 12 months. RCSA has advised the Government that it wishes to be advised of clear and objective criteria against which the success or failure of the Labour Agreement will be assessed.

 

RCSA has also called on the Government to engage more effectively with business to ensure that businesses can effectively comply with the requirements of the Agreements. However, RCSA and others in attendance made it very clear to the DEEWR representatives that many RCSA Members would not be able to apply for a labour agreement because they could not fulfill the existing training benchmarks.

 

The RCSA will continue to monitor the Government on this matter to ensure that the Government is held accountable for this decision over the coming 12 months.

This includes a Hospitality Recruitment Group for those who specialise in hospitality placements; Technology Group for those specialising in IT placements; Trades & Industry Group for those serving the technical and heavy industry sector; Retail Group for retail placement specialists; Rec 2 Rec Group; and a New Zealand Offshore Recruiters Group.
