RCSA says proposed new Queensland law would ban recruiters from charging fees to employers

September 9, 2016: The proposed Queensland Industrial Relations Bill 2016 will ban employment agents in Queensland from charging a fee to the employer.

The RCSA (Recruitment & Consulting Services Association) has reviewed the draft Industrial Relations Bill 2016 bill and found a nasty provision that, amazingly, does not recognise Queensland’s own Private Employment Agents legislation and, therefore, would prohibit recruitment agents from charging employers a fee for the service of finding people work.

“This is exactly the stuff that slips through if there is no RCSA to watch-out for the interests of members,” said RCSA CEO Charles Cameron.

As I’ve been engaging with the industry in recent months I have been asked why join RCSA, what is the value? Well, this is the value. The draft bill was introduced into the Legislative Assembly on 1st September, and it is the RCSA that does the stuff that may not always make headlines, but can sink an industry” said Mr Cameron.

RCSA will provide a submission seeking to rectify the bill – but that doesn’t change the fact that without RCSA, legislation such as this would slide through, and then industry would be screaming for action, after the fact.

“Without corporate members, the RCSA would not exist, and in this case without RCSA most recruitment and workforce services firms in Queensland would have been unable to continue doing business. Without RCSA, our industry would be asking why somebody didn’t prevent this.

RCSA has been front and centre in recent time on hundreds of issues that no other group would be addressing. Labour hire inquiries, on-hire licensing, modern award reviews, recruitment sector reviews and pushing back on bad procurement practices, just to name a few.

“So, it’s not a question of why, but when will you join the RCSA as a corporate member and become part of the essential voice of our industry. If you are in the recruitment and professional workforce services industry strength comes from being a paid up member of an industry body, not by expecting that somebody else will take care of it, I’m going to hide and hope,” said Mr Cameron.
