RCSA Aged Care Surge Workforce Program


RCSA is proud to partner with the Commonwealth Department of Health as part of its Temporary Surge Workforce Support initiative. The partnership is supported through funding from the Australian Government under the Aged Care COVID-19 preparedness measure.

The Surge Workforce Program provides eligible aged care providers with access to a Temporary Surge Workforce to assist them if they are unable to fill positions and have critical skill shortages due to a COVID-19 outbreak and staff having to self-isolate.

This project is actively supported by RCSA’s membership body the Association of Nursing Recruitment Agencies (ANRA), which represents the interests of nursing and healthcare recruitment agencies.

We are pleased to work with the Government in helping the Aged Care sector navigate the challenges of COVID-19, and welcome the opportunity to leverage the breadth and depth of our member networks to help ensure there are no gaps in care for residents

RCSA’s Surge Workforce Program will support eligible aged care providers who are directly impacted by COVID-19 and have exhausted their usual recruitment channels in addressing their surge workforce needs. It is designed to fill an immediate gap while the aged care provider finds a longer-term solution, which includes staff returning from isolation or quarantine due to COVID-19.

Who can participate?

All ANRA members are encouraged to participate in the program.

The Aged Care Surge Workforce Program relates to the supply of nursing, care and service staff for aged care services across Australia. Recruitment and staffing agencies who service this sector are welcome to participate.

Participating agencies must hold State-based labour hire licences where applicable, must adhere to RCSA’s ACCC authorised Code of Professional Conduct and commit to a set of service delivery standards.

Requirements for entry

Participating agencies must be approved by RCSA and will be required to sign the Professional Recruiter Accord. Click HERE to read the Professional Recruiter Accord.

RCSA reserves the right to approve agencies into the program, to suspend them, to place conditions on their participation and to expel them from the program.

How the program works

Upon acceptance into the program, agencies will be contacted by RCSA should there be need for surge workforce in an area or region into which they supply. Agencies will be required to provide out of hours contact information and be prepared to respond at short notice to surge workforce needs.

Staffing firms will invoice aged care services directly for staff accessed via this channel. While agencies are free to negotiate commercial terms with the aged care homes they are supplying, we strongly encourage agencies to offer terms which reflect these challenging times.
